Answer up front

The trapdoor is the piece of this job people forget, and it is the piece you can feel. An uninsulated hatch with no seal round the lining pours warm wet air into a space you have just made colder, so it gets a board on its back and a draught seal before anybody argues about depth.
Calls out of the village divide fairly neatly. Somebody has a landing that is cold at ankle height and a bedroom door that whistles. Somebody else has looked through the hatch for the first time in years and found thin, uneven wool with the joists standing proud of it. And now and then it is the smell: a musty note when the trapdoor opens, which is moisture rather than dust.
All three want the same first step. We come up and go over the whole roof space rather than judging it from the top of the ladder, take the depth in several spots, put a hand past the wall plate to test the air path, read the underside of the covering for the marks damp leaves, and photograph what we find. Then a written quote with the material, the finished depth, the hatch, the ventilation and the disposal priced separately. The site visit costs nothing and neither does the quote.
The job
Working outwards from the trapdoor

The hatch comes first because that is where the house leaks into the roof. A thin plywood flap in a bare timber lining is a hole in the ceiling with a lid on it, and every degree the heating puts into the landing goes up through it carrying moisture with it. Rigid board goes on the back of the door, compression seal goes round the lining, and if there is a loft ladder it gets checked so it still swings clear once the floor level changes.
Next, what is already up there. Old wool settles under its own weight, is compressed flat wherever somebody has knelt, goes patchy in the middle and is usually missing altogether down one edge, with a gap left at every cable and pipe crossing. If it is dry and in one piece it stays, gets teased back open and levelled between the joists. If it is contaminated with droppings, has been wet under a slipped tile, or has broken down into dust, it is bagged in the loft and carried out.
Then the depth, in two layers. The first is friction fitted between the joists so nothing is left open at the sides. The second is cross laid over the joists at right angles to the first, which buries the timber and stops it conducting heat down into the plaster. A single flush layer is the commonest thing we find and it is half a job. About 270mm all in is the sort of depth a renovated ceiling needs to reach the U value in Approved Document L, and it is the biggest cut in heat loss most of these houses have left. Mineral wool roll for open runs, rockwool batts where the bays vary, loose fill where nothing else will lie flat, sheep wool if you prefer a natural fibre.
Air is the other half and it gets settled before any depth is agreed. The material is carried out over the wall plate and stopped, with a vent tray at each rafter holding an air gap open so cross ventilation still runs from one eaves to the other. Push the wool on into the eaves and the roof cannot dry itself: the dew point shifts into the structure, interstitial condensation forms out of sight, and you get black mould over the rafters and wool full of water. Where the eaves genuinely cannot be opened, a ridge vent or tile vents take over. A breathable membrane changes the detailing rather than the requirement, and Approved Document F is the standard behind all of it.
Last, the fittings and what you do with the space. Every recessed light and downlighter takes a fire rated cover instead of being smothered. Cable and wiring are lifted onto the new layer, since buried wiring runs hot. A cold water tank and its pipework are suddenly sitting in cold air, so lagging follows on the same visit and nothing goes underneath the tank. If you want storage, boarding is fixed to loft legs so a raised floor sits clear of full depth and the platform you use does not crush what you have paid for. And where the roof is already a room in roof, with a sloping ceiling and dormer cheeks, the work moves to the rafters as a warm roof: PIR rigid board such as Celotex cut tight with an air gap left under the felt, a taped vapour control layer, and multi-foil quilt in the corners where the depth has run out.

Same team from first visit to last, one person to ring, and no sub-contracting your work out to somebody you have never met. The quote is itemised, not a figure on the back of a card: the survey, clearing and bagging whatever is up there now, the material and its depth, keeping the eaves clear, the hatch and any pipework, and disposal on separate lines, so you can compare it properly against anyone else's.
Nothing is left open or unusable overnight. The site is swept at the end of each day rather than the end of the job, and what comes out leaves with us. If something turns up once we start that nobody could have seen, you get a photograph and a price before we carry on.
Insulating inside a roof is not development, so nothing is applied for and no permitted development right is spent, which Planning Portal guidance on insulation sets out. Building control applies where regulation 23 does, when more than half of an element is renovated and the whole of it has to reach current standard. Cost
What decides the price of a loft

No rate per square metre, because the floor area is the easy part and the awkward edges are where the time goes.
Getting to it. A village cottage with a small trap over the stairs, a modern house with a trussed roof and a wide landing hatch, and a bungalow with a shallow roof are three different jobs before any material opens. A hatch on a landing you can stand a ladder under is one job. A hatch over a stairwell, a crawl space you can only move through on your knees, or a loft full of boarding that has to come up and go back, is time before any material is laid.
What is up there now, and what it is sitting on. Old material that has to come out, be bagged and taken away is a cost before anything new goes down, and so is a loft full of boxes that has to be emptied and put back. Joists at 400 centres with a flat run across them is a different afternoon from a trussed roof full of bracing.
Ventilation, and the edges nobody reaches. Insulation stops at the wall plate and the eaves have to stay clear, or you trade a warm bedroom for a wet roof. Getting depth right into the corners and around the hatch, boxing over downlighters and lagging anything that now sits in the cold, is most of the labour. Approved Document L sets what the work is expected to reach.
Comparing quotes? If the loft is wet
Water running off the felt, or mould on the underside
Ring rather than use the form. Droplets on the underside of the felt, black mould spreading across the roof timbers, or insulation that is visibly damp are all telling you the same thing: warm wet air is getting into a space that cannot breathe. That does not wait, because it is the timbers that pay for it. We look before anything is added, because putting more insulation into a loft that cannot ventilate makes it worse. What is under the tiles is yours. What sits on top of them is not
The village has a conservation area over it, and that draws a clean line through this job. Everything that makes the ceiling warm is invisible from the lane. Depth, material, the second layer, boarding, the hatch, rafter level work in an older roof: none of it is anybody else's business and none of it is applied for.
The exception is ventilation, and only in one direction. Where a roof has boxed eaves that cannot be opened up, the tidy answer is often vent tiles set into the slope or a vent along the ridge, and those do change the look of the roof. On a rear slope that is rarely a problem. On a front elevation inside the conservation area, or on a cottage that is itself listed, where listed building consent reaches inside the building as well as out, it is a conversation to have first rather than a surprise afterwards. Will sealing the hatch make the landing stuffy?
No. You are stopping air leaving the house into the roof, not stopping the house breathing. The moisture that used to drift up through the trapdoor still has to go somewhere, which is why we look at the extract fans in the bathroom and kitchen at the same time. A sealed hatch and a roof that ventilates properly is the pair that works.
Do we have to empty the loft before you come?
It helps a great deal. Anything left up there has to be moved twice, once out of the way and once back, and the time shows in the quote. If shifting it is not realistic we will do it, and we say so on the written quote rather than adding it afterwards. Anything you want kept up there goes back on the boarded platform, not straight onto the wool.
Can you insulate a cottage roof with no loft floor at all?
Yes, but it is a different specification. With no flat ceiling to work over, the insulation has to follow the pitch, so it goes between and under the rafters with an air gap kept above it and the joints taped. That is a warm roof, it takes longer, and it wants deciding properly rather than improvised, especially in an older roof where the timbers are shallow.
Is this the sort of thing you do in winter?
Winter is when we do most of it. The work is inside, nothing is opened up to the weather and nothing is left uncovered overnight, so rain does not stop it. A cold loft is also easier to read: condensation shows itself on the felt in January in a way it never does in July.
