Loft insulation in Swanage

Close to four in ten homes in the town are flats, so above a top floor the first question is not depth, it is whose roof space it is. That gets answered at the survey, before anybody orders a single roll.
Where the loft is yours, the work divides into two sorts. A modern roof you can crawl about in wants depth over the joists. An old cottage roof with barely a triangle at the ridge wants the insulation against the rafters instead, and rather more care taken over it.
What brings people to the phone is nearly always heat, age or water. A top floor that never warms up. A layer put down long ago, now settled thin and stopping short of the walls. Or damp: dark timbers, wet material, or beads on the underside of the felt on a cold morning. The last of those gets looked at first, because more wool on a roof that cannot clear its own moisture only makes it colder and wetter up there.
So the site visit comes before the price. You get photographs and a written quote that separates the clearing out, the disposal, the trays at the eaves, the depth, the hatch and any boarding, and neither the visit nor the quote costs you anything.
Getting in and getting on
It usually starts with the way in

The hatch. In the older streets the hatch is often a small square over a stairwell, cut when nobody expected a person to get through it with rolls of insulation. That decides the shape of the day. Where a ladder can stand on a landing it is straightforward. Over a stairwell it is staging first and material second, and access like that is work at height in the proper sense, so it gets set up rather than improvised. Once we are through, crawl boards go down before anybody puts weight anywhere, because the ceiling below is frequently lath and plaster and will not carry a knee.
Out before in. Whatever is up there gets judged honestly. Wool compressed under a deck, thinned by years of settling, gone from the last foot before the wall, or contaminated where birds have been in and left droppings is bagged at the hatch and taken away with us. Anything patchy round old wiring goes the same way. Laying good material over bad hides the fault in the middle of the build up, where interstitial damp can sit unseen for years.
Depth in two layers. The first thickness drops in between the joists. The second is cross laid over the joists the other way, so no timber is left proud to run cold through into the room below. The pair finish at about 270mm, the figure Approved Document L sets for a loft being renovated. Mineral wool covers most of it, whether it is sold as glass wool or as rockwool. Batts go where bracing chops the space up, loose fill reaches into a low pitch that will not take a roll, and sheep wool is there if you would rather. All of it is aimed at the U value across the ceiling, because that is the biggest single piece of heat loss in the house and the one you notice on the heating bill and on an EPC.
Air at the wall plate. Insulation finishes on the wall plate and the air gap over it is left alone. Vent trays hold it there. Cross ventilation enters low, works up the slope and leaves under the ridge, and a ridge vent gives it a proper exit. A roof with breathable membrane behind the tiles has a second route out. One with bitumen felt underlay has none. This close to the sea the air is damp to start with, so a roof that cannot dry itself never catches up between one wet week and the next. Warm the ceiling and the dew point rises into the roof space with it, so eaves that get packed give you condensation, wet material and black mould on the timbers.
Then everything else up there. The cold water tank is lagged on the same visit, and its pipework with it, because the loft has just become a colder place than it has ever been. Wiring and cables are lifted onto the wool rather than buried beneath it. Fire rated covers go over recessed lights and downlighters. A used loft keeps its floor: the boards come off, legs go onto the joists, and the deck goes back at a height that leaves the wool alone, with the loft ladder adjusted to reach the platform. Rigid board and a draught seal on the hatch finish the day, since a bare one leaks heat all winter and pulls damp air up after it.

Insulating inside a loft is not development and there is nothing to apply for, which Planning Portal guidance on insulation sets out. There are a great many listed entries in the town, and listed building consent is needed for internal work on one of those, which is worth checking before anybody lines a sloping ceiling. Building control applies to every house: regulation 23 means renovating more than half of a thermal element brings the whole of it up to the Part L standard, and Dorset Council deal with it. Insulation in a home is treated differently for VAT from ordinary building work under HMRC VAT Notice 708/6.
Cost
What decides the price of a loft

No rate per square metre, because the floor area is the easy part and the awkward edges are where the time goes.
Getting to it. A stone cottage with a hatch over a narrow stair, a top floor flat with the hatch on a shared landing, and a house up the hill with a fully boarded loft are three different mornings before any material is opened. A hatch on a landing you can stand a ladder under is one job. A hatch over a stairwell, a crawl space you can only move through on your knees, or a loft full of boarding that has to come up and go back, is time before any material is laid.
What is up there now, and what it is sitting on. Old material that has to come out, be bagged and taken away is a cost before anything new goes down, and so is a loft full of boxes that has to be emptied and put back. Joists at 400 centres with a flat run across them is a different afternoon from a trussed roof full of bracing.
Ventilation, and the edges nobody reaches. Insulation stops at the wall plate and the eaves have to stay clear, or you trade a warm bedroom for a wet roof. Getting depth right into the corners and around the hatch, boxing over downlighters and lagging anything that now sits in the cold, is most of the labour. Approved Document L sets what the work is expected to reach.
Comparing quotes? Ask what depth is actually being laid and in how many layers, whether the old material is coming out or being covered over, whether the eaves are being kept clear, what happens to anything you store up there, and whether the hatch and the pipework are included. Two quotes for the same job are usually two different jobs.
If the loft is wet
Water running off the felt, or mould on the underside

Ring rather than use the form. Droplets on the underside of the felt, black mould spreading across the roof timbers, or insulation that is visibly damp are all telling you the same thing: warm wet air is getting into a space that cannot breathe. That does not wait, because it is the timbers that pay for it. We look before anything is added, because putting more insulation into a loft that cannot ventilate makes it worse. Swanage is a little over eight miles from us, so a wet loft is normally seen within a day or two, and nothing is added until we know whether it is air or water. Worth knowing
In an old cottage there may be no loft to insulate
Better than a quarter of the housing here was built before 1919, and in a lot of those houses there is no usable roof space at all. The eaves come down low, the rooms run up into the roof, and what people call the loft is a triangle at the ridge you can barely get an arm into.
That changes the whole job. You cannot lay depth on a floor that is not there, so the insulation goes against the roof instead, at rafter level, and the roof becomes part of the warm building rather than a cold space above it. Rigid board cut tight between the rafters, an air gap kept clear above it so the timbers can still dry, a layer under the rafters so the rafters themselves are not a cold bridge, and a taped vapour control layer to keep moist air out of the build up. Where a ceiling has almost nothing to spare, a multi-foil quilt gets a genuine improvement into very little depth.
It is slower than rolling wool out and it is worth doing properly, because a sealed sandwich against an old roof with no underlay is how you rot rafters. So on these houses we work out what the roof is doing with moisture first, keep the ventilation path above the board honest, and say plainly where less insulation and a build up that can breathe is the better answer.

I am in a top floor flat. Can the roof space be insulated?
Often, though above a divided house it is normally the freeholder's rather than yours. We survey it, say plainly which it is, and set the quote out so it can be passed to an agent or a management company.
How deep should it finish?
About 270mm, in two layers, with the upper one crossing the joists. A single layer stopping level with the timber leaves each joist bridging cold into the room underneath.
There is hardly any headroom in my loft. Is it worth doing?
Yes, but the work changes. Where there is no usable floor the insulation goes against the rafters as rigid board with an air gap kept above, and a multi-foil quilt where a sloping ceiling has nothing to spare.
Do I need permission for any of it?
None. The whole job happens under the tiles, so it sits outside the planning system and outside your permitted development altogether. Where more than half of a thermal element is renovated the regulations set the finished depth, and that is a building control matter rather than a planning one.
How long will you be in the house?
A day for most lofts. A tight hatch over a stairwell, old material to clear, or a boarded floor to lift and re-lay will stretch it, and we say which on the quote.
