In a Ringwood house the loft is a straightforward top-up to about 270mm of mineral wool, with the eaves open, a storage deck on legs and the tank insulated. In a flat there is a question first, because the roof void usually belongs to the freeholder and the instruction has to come from them. Walls and floors come under insulation in Ringwood.
Loft work in Ringwood tends to start from a familiar situation. A house or bungalow where the bedrooms are cold and the loft turns out to hold a thin layer that stops short of the walls. A boarded loft with everything crushed flat underneath the boards. And a top floor flat or maisonette where the ceiling is the coldest surface in the place and nobody is sure who is allowed to do anything about it.
All three start with a free site visit to the Ringwood house. We get into the roof space wherever there is one, measure the depth at the hatch, in the middle and out at the wall plate, and photograph the eaves and anything up there that needs dealing with. Then a written itemised quote, with the clearing, the material and its depth, the edges, the hatch and the pipework as separate lines. For a flat we set the quote out so a freeholder or managing agent can act on it.
The work
Houses, bungalows and roof voids over flats
The top-up comes first. The usual find in a Ringwood loft is a single thickness of mineral wool between the joists, settled and level with the timber, which leaves every joist as a cold bridge through the ceiling. Sound material stays, gaps are filled, and a fresh unbacked roll is cross laid over the joists at right angles. Two layers laid across each other take the finished depth to about 270mm, the sort of figure a current U value expects.
Clearing. Wool that is wet, compressed under boarding, patchy or contaminated by droppings is bagged in the loft and carried out. Old loose fill goes the same way, particularly where it has drifted into the eaves and closed off the air path. It is a separate line on the quote, and it is usually the reason two prices for the same loft look different.
The eaves. In a Ringwood loft, material runs out over the wall plate and stops there, with a vent tray in each rafter bay holding the air gap open so cross ventilation can still cross the space. Filling the eaves is the single most common fault in a loft, and it does not show up until the following winter, as condensation on the underside of the felt and mould spreading over the timbers. A breathable membrane copes better than old bitumen felt, but the edge is handled the same way on both.
Communal roof voids. Over flats in Ringwood the roof space often runs the length of a building rather than stopping at your ceiling, and it is reached from a shared landing. The work is the same, but it is planned around access to the whole void, fire stopping between dwellings is left alone rather than disturbed, and everything is set out so one instruction covers the block. In a purpose built block with a flat roof and no void at all, there is nothing to insulate from inside and the moment to do it is when the covering is next renewed.
Services, storage and roof rooms. Recessed lights get fire rated covers, cable and wiring are lifted and clipped above the new layer, and the tank and its pipework are lagged with a lid fitted. Boarding for storage goes onto loft legs as a raised floor with a platform at the loft ladder, and the hatch gets an insulated board and a draught seal. Where there is a room in the roof, a dormer or a sloping ceiling, it becomes rafter level work: rigid board between the rafters with the air gap open above, PIR beneath, taped so the vapour control is continuous.
How it runs
Topping up or replacing loft insulation, start to finish
Thomas goes up into the loft himself before he prices it. He measures what is there now, looks at the joists, checks the eaves for airflow and looks for damp on the felt or the timbers. The written quote then breaks down into the survey, bagging up and removing the old quilt, the new mineral wool and how deep it goes, eaves trays or vents to keep air moving, the hatch and any pipework, and taking the waste away.
In a Ringwood loft, mineral wool is laid in two layers, the first between the joists and the second across them, so there are no gaps. Pipes and tanks in the cold space are lagged. A path is covered from the door to the hatch, the house is swept each day, and old material leaves with us. If we find rot or a leak, it is photographed and priced for your say-so first.
Insulating a roof space is not development, which Planning Portal guidance on insulation confirms, so nothing goes to the planners even in the conservation area. If the job goes beyond topping up and renovates the roof element, regulation 23 applies and Approved Document L sets what it has to reach, with New Forest District Council as the building control body. On a listed building, consent can be needed even for work inside, so tell us if yours is one.
Cost
Hatches, joists and what is already up there
No rate per square metre, because the edges and the access take the time, not the open floor in the middle of the loft.
Getting in. A bungalow with a fitted ladder, a terrace with a small trap over the stairs, and a top floor flat whose roof space opens off a shared landing call for three different set-ups on the day.
What is up there. Old, thin or damp material has to be bagged and carried out. A loft full of stored boxes needs emptying and refilling. Boarding may need lifting and raising on legs so the insulation is not squashed.
The roof. Joists at regular spacing with an open run are quick, and an older cut roof with purlins and struts sits somewhere between. A trussed roof full of bracing, as on many of the post-war and newer houses in Ringwood, slows the work.
Ventilation. The eaves must stay clear or condensation will soak the timbers. Downlighters need covers, and pipes and tanks need lagging.
Approved Document L sets the target. Ask any quote what depth they will lay and in how many layers, whether old material comes out, and whether the eaves, hatch and pipework are included.
If the loft is wet
Water on the felt, or black mould on the timbers
Droplets under the felt, mould spreading across the rafters, or insulation that is wet all point to warm, damp air getting into a loft that cannot breathe. It needs sorting before the timbers suffer, and adding insulation without ventilation makes it worse.

Worth knowing
In a flat, the roof void is probably not yours
Close to three in ten homes in Ringwood are flats or maisonettes, and that changes the first question from what depth to lay to who is allowed to order the work. A hatch inside your own hallway does not mean the space above it is part of your flat.
In most leases the roof void is retained by the freeholder, which is why the instruction has to come from them or from the managing agent, and why a well meant top floor top-up can cause an argument later.
The practical route is short. Check what your lease actually demises, and if the void is not yours, get the fault or the cold in writing to the agent and let us quote them direct. Where the landlord recovers the cost through the service charge and the amount passed to each leaseholder goes past a threshold, they have to consult formally under section 20 of the Landlord and Tenant Act 1985 before committing, so the earlier it is raised the better. We are happy to survey and price it either way, and we would rather sort out who is instructing us before we book a day than after.

Not usually on your own instruction. The roof void is normally retained by the freeholder, so the order has to come from the landlord or the managing agent even where the hatch is inside the flat. Put the problem to them in writing and ask them to have it looked at. We will survey and quote in a form they can act on.
How long does a house take?
Most are a day. Straightening what is there, cross laying the second layer, fitting eaves trays, lagging the tank and sealing the hatch fits into one visit. It runs to two where old material has to come out and be bagged, or where a boarded loft has to be lifted and relaid on legs.
Is boarding over the insulation a problem?
It is when the boards sit directly on the joists, because that compresses the wool to the depth of the timber and loses most of the benefit. A raised floor on loft legs keeps the deck clear of the full depth. We board the area you actually use instead of the whole loft, which keeps the ventilation and the cost sensible.
Do we need permission for any of it?
Not for insulating a loft: it is not development, so nothing is applied for, even where the house sits inside the Ringwood Conservation Area over the town centre. Building control comes in only if you are lining out at rafter level rather than topping up over the ceiling, and Approved Document L is the standard the work is expected to reach either way.
