Insulating a Burley loft needs no permission, no application and nobody's sign-off. It is the one improvement to a house out here that you can simply decide to have done, which is why we would always start there, before the heating.
Insulation in Burley is usually about a cold room, a wet loft or a house that has just changed hands. A room that never gets warm, usually one under a sloping ceiling or over an unheated space. A loft that is wet with condensation on a cold morning, or smells of it all year.
Or a house that has just changed hands and the new owner wants to know what is up there before the bills start. We come out, get into the roof properly, look at what is on the ceiling and what state the ventilation is in, and put a written price together for the work that will change how the house feels.
The work
Find bats and the job stops that day
The loft gets cleared out first. Houses out in Burley tend to have lofts that have been used: boxes, old water tanks, cable runs, and material laid decades ago that has settled to half its depth.
In a Burley loft, full depth is 270mm of ordinary eco roll worked in two directions, one roll between the joists and a second across them so the timber is not a cold bridge and a straight line of heat loss, with an even 250mm taken right out over the wall plate, not stopped where the roof gets low, which is what brings a ceiling under a pitched roof to the 0.16 u-value. Anything compressed, sooty or damp comes out, is bagged in the loft and leaves with us.
Bats stop the job that day. One thing is specific to this part of the Forest: if we find bats or signs of a roost, work stops there and then. They are protected and disturbing a roost is an offence, so it becomes a conversation about advice, not a job we press on with.
Where the roof space is already a room there is no floor to insulate and the work goes to rafter level: rigid board, PIR and foil faced, cut between the rafters with a ventilation gap kept open above, then a layer under the rafters to kill the cold bridge, and the small voids behind any knee walls treated at the same time. Where a ceiling has no depth to spare a foil faced multi-layer quilt such as TLX gets part of the way, and it will not match a full board build-up.
There are a lot of buildings around Burley that were never meant to be heated and now are: a stable block turned into an office, a garage made into a room, an annexe on the end of the house. They usually have no insulation anywhere, single skin walls or a thin flat roof, and they lose heat faster than the house does. Where a wall is solid there is nothing to fill, so it is internal wall insulation or external wall insulation, EWI on a quote, which is a planning conversation in the National Park before it is a building one. A cavity wall gets a borescope check first so nobody pumps material in on top of fill that has already slumped.
Then vent trays so the eaves stay open once the depth goes up, an insulated hatch with draughtstripping that actually seals, the tank and pipework lagged once the loft above them turns cold, fire rated covers over the downlighters, and raised loft legs so boarding for storage sits clear of a full depth rather than flattening what is underneath.

Insulating a forest cottage, bungalow or newer house
Thomas surveys the house from the loft down to the floor void and prices it himself. His quote itemises the survey, clearing, the material and its depth, ventilation works and disposal. Whatever comes out of the loft is bagged and goes away with us.
Loft insulation goes between and across the joists with the eaves left open. Under a suspended timber floor it is fitted between the joists with the airbricks kept clear. A cottage hatch on a narrow landing slows everything, so stairs are sheeted and material carried up in small loads. A converted outbuilding with no loft may need insulation fitted inside the slope instead. If we come across wet timbers or a roof leak, you see the photos and a separate price first.
Insulation you cannot see from outside, in the roof space, the cavity or under the floor, needs no planning application; the Planning Portal explains where that changes. The whole of Burley lies inside the National Park, so external wall insulation, or anything that alters how the house looks, has to go past the Park Authority first, and you can look yourself up on the National Park property map. A listed building needs consent before any work reaches the fabric.

What makes insulation quick in one house and slow in the next
Insulation is priced on the house in front of us, not on a rate per square metre. How you get in. A cottage hatch on a narrow landing, a bungalow with a clear loft and room for a ladder, and a converted stable block with no loft at all are very different days before any material is unwrapped.
What has to come out. Old material that is thin or damp is bagged and removed. Storage has to be moved and put back.
Damp and shade. A house under trees can stay damp, and adding insulation without sorting the ventilation just moves condensation somewhere else. The eaves have to stay clear, and vents may need adding.
The walls. Cavity fill is a short job on a clear, dry cavity. A wall facing the south west weather may be a poor candidate and need lining inside instead.
The standard. Approved Document L sets what the work should reach, and getting the depth into the corners is most of the labour.
Comparing quotes, ask what depth goes down, whether the old material is taken out or left, and whether insulating the hatch and lagging the pipes is part of it.

Condensation or mould that keeps coming back

Worth knowing
If you are weighing up converting the roof space, not just insulating it
Plans here that start with insulation often turn out to be about a conversion, and the two pull in opposite directions, so it is worth settling early. Insulating the loft floor is the easy one: nothing to apply for, no conditions, done in a day.
Converting the roof space into a bedroom is a different animal in this village. Burley drains into the Solent catchment, and a scheme that adds overnight accommodation has to be shown to be nutrient neutral before permission is granted, which means mitigation arranged and paid for as part of the application.
Add the National Park's interest in how a dormer looks from outside and you have a project with a lead time measured in months, not a job you book in for the spring. Other permissions you may need is the plain summary of the ones that catch people out.
What that should change for you is the order you spend in. If a conversion is genuinely likely in the next year or two, do not pay to lay a full depth across the loft floor now, because it comes straight back out again and the insulation ends up at rafter level instead. Do the cheap, permanent parts: the hatch, the eaves, the tank, any obvious draught.
If the conversion is a someday idea rather than a plan, insulate the floor now and stop thinking about it, because the money it saves in the meantime is real and the material is not wasted, it simply gets lifted when the time comes. Is the Burley conservation area a problem for insulation?
Not for anything that stays under the tiles. Burley has its own conservation area and the control is on appearance, so quilt over the joists is maintenance. What does get looked at is a change of covering or a new opening in the roof slope, because the National Park authority is the planning authority here, not a district council. Does radon affect insulation work in Burley?

At the edges, not the middle. The most exposed elevation in Burley faces south west, and wind driven at that face finds the eaves, the verge and the loft hatch long before it finds a hole in the middle of a ceiling. That is why we seal the hatch and stop the wind washing through the eaves before adding depth. Depth on its own gets blown flat at the perimeter.
