Driveways in Westbourne

Shared car parks, the forecourts of converted villas and house drives, dug out and rebuilt to one fall with the water going somewhere.

The site visit is free and so is the written itemised quote. Thomas Hannen prices every job himself.

In Westbourne most driveway work is shared parking: the forecourt of a block of flats, or the front garden of a Victorian villa that now parks four or five cars. We dig out the failed surface, rebuild the sub-base, lay block paving, resin or tarmac to one fall, and sort out where the water goes. For garden paving on its own, see patios in Westbourne.

The paving in Westbourne usually goes wrong in a car park, a converted house front or a wall that has to come out. A tarmac car park behind a block that has cracked, rutted and now holds a puddle across the entrance every time it rains. The front of a converted house where the old paving has sunk, the weeds are through every joint and the bin store slab rocks underfoot. Or a house owner who wants to take out a front wall and make room to park.

We come out, lift a corner of the surface to see what is underneath, take levels and look at where the water runs now. Then you get a written itemised quote with the dig, the base, the edgings, the surface and the drainage on separate lines, so a residents' committee or a managing agent can see exactly what they are paying for.

The work

Car parks, forecourts and the odd front garden

Block car parks and forecourts. Many of the flats in BH4 were built from the 1960s to the early 2000s with a tarmac or concrete apron in front and parking bays behind.

After a few decades the same faults turn up: cracking along the wheel tracks, rutting where cars turn in, ponding at the lowest point and a gully that no longer takes water. If the base is sound, the surface can be planed and relaid. If it rocks or has sunk, it comes out, the formation is cut back, a geotextile membrane goes down and the sub-base is rebuilt in compacted layers to the right depth. A channel drain across the entrance and a proper outfall stop the puddle coming back.

Front gardens of converted villas. Where a big old Westbourne house has been split into flats, the front garden has often been paved over bit by bit, by different owners at different times. We take it back to one level, one fall and one surface, with haunched kerbs and an edge restraint so block paving cannot creep under turning wheels, and a planted border left along the boundary to take some of the rain.

Resin over sound concrete. Where an old Westbourne concrete drive is still flat and solid, resin bound gravel laid over the top is a two day job with little dig and little muck away. If the concrete is cracked and moving underneath, we will tell you resin will only crack with it.

Tarmac, block paving or resin. Tarmac is the practical choice for a large shared car park in Westbourne. Block paving can be lifted and relaid in patches, which helps where service covers and drains need getting at. Resin bound is permeable and suits a smaller frontage.

Repairs. A sunken bay by a bin store, blocks lifted by tree roots near the chines, joints washed out and needing a re-sand with kiln dried sand, oil staining on concrete, or a gully that has silted up. Small jobs are worth doing before they become the whole car park.

How it runs

From your call to a written price

One person to ring from the first visit to the last. The quote is itemised, not a figure on the back of a card: excavation, muck away, the sub base, edgings, the surface itself and the drainage on separate lines, so you can compare it properly against anyone else's.

Nothing is left open or unusable overnight. The site is swept at the end of each day rather than the end of the job, and what comes out leaves with us. If something turns up once we start that nobody could have seen, you get a photograph and a price before we carry on.

A house can pave its front garden without planning if the surface is permeable or the water drains onto its own ground; more than five square metres of sealed surface draining to the road needs permission, as the Planning Portal guidance on paving your front garden explains. A new or wider dropped kerb is a separate application to BCP Council as highway authority, so we start it as soon as you give the go ahead. Taking down a front wall or railings inside the Westbourne conservation area is worth checking first; the council keeps the list.

Cost

What decides the price of a driveway

No rate per square metre, because what is under it decides more of the cost than what goes on top.

Getting to it. A block car park you can back a lorry into, the narrow front of a Westbourne villa between two neighbours' walls, and a house whose only way in is past parked cars on a busy road each change the dig and the muck away. Everything arrives and everything leaves by the same route. A drive you can back a lorry onto is cheaper to build than one where every barrow goes through a side gate.

The sub base. The part you never see is the part that decides whether the surface is still flat in ten years. Ground conditions, how deep it has to be dug and how much muck goes away are the real variables.

Water, and where it is allowed to go. Surface water has to be dealt with on the property rather than run into the road, which means a permeable surface or somewhere for it to soak away. That is a design decision with a cost, not an afterthought.

Comparing quotes? Ask how deep the dig is and what sub base is going in, where the surface water is going, whether the edgings are haunched, and who takes the spoil away.

If it is urgent

A trip hazard, or a drive that floods

Ring rather than use the form. A lifted slab, a sunken bay by a doorway or a gully that has stopped taking water are the ones that will not wait, because somebody falls or water ends up against the house.

The first visit is about making it safe and getting the water going somewhere, and we quote the permanent work once the ground can be opened up. On a block, a gully that has stopped taking water or a bay that has dropped by the entrance needs coning off and reporting to the managing agent the same day. Scheduled work runs Monday to Friday, 8am to 6pm. For anything urgent, ring rather than use the form, and if we cannot pick up we ring you back as soon as we can.

The one local thing

When the drive belongs to a block, not a house

Edged and restrainedWithout an edge restraint a drive spreads and the edges go first. Photo from one of our own jobs.

Nine homes in ten in Westbourne are flats, so most drives here are shared. That changes the paperwork more than the paving. Permitted development rights for hard surfacing belong to houses only.

A block of flats in Westbourne, or a house that has been converted into flats, has none, so relaying a forecourt in a different surface, extending a car park or paving over a communal front garden needs planning permission. A like-for-like repair of what is already there generally does not. We tell you at the survey which side of that line your job falls.

The land usually belongs to the freeholder, so the order comes from them or their managing agent, not from one resident. If leaseholders are paying for it, the freeholder normally has to consult them first under section 20 of the Landlord and Tenant Act 1985. We write the quote so it can go out with that notice as it stands: each part priced separately, the surface and drainage described in plain words, and the programme set out so residents know when the car park will be out of use.

The drainage matters more on a shared Westbourne site than a single drive, because a big sealed area sends a lot of water at once. We design it for permeable paving or for a channel and a soakaway, tested before it is drawn, in line with SuDS thinking and Approved Document H.

Planning at a glance

Do you need planning permission in Westbourne?

Most repairs in Westbourne need no application at all. What decides whether a change to the outside of your house does is who the council is, whether a conservation area or a listing applies, and whether the place sits in a protected landscape.

Questions

Questions about driveways in Westbourne

Can the residents of our block order the car park work?

Usually it has to come from the freeholder or the managing agent, because they own the land. We are happy to meet a residents' committee, survey the site and price it for whoever places the order.

Do we have to close the whole car park?

Not always. On a larger site we can often work in halves so some bays stay usable. Where the whole area is being dug out and relaid to one fall, it is usually closed for part of the job, and the written programme says which days.

Resin, block paving or tarmac for a block of flats?

Tarmac is hard wearing and sensible for a big car park. Block paving can be lifted in patches to reach drains and covers. Resin bound is permeable, which helps with planning, but it needs a sound base under it.

How long does a new drive take?

A resin overlay on sound concrete takes a couple of days. A full dig and rebuild of a shared forecourt takes longer, and a new dropped kerb waits on the council. You get a programme with the quote.

What happens to the old surface and the spoil?

It all leaves with us, by skip or grab lorry, and the road and pavement are swept each evening. Nothing is left as an open hole overnight.
